Proposed legislation on journalism and media freedom - joint letter to Malta's Prime Minister

22 September 2026

Together with the Institute of Maltese Journalists (IĠM), PEN Malta, and Repubblika, we wrote to Malta’s Prime Minister, Robert Abela about the proposed reforms of legislation on journalism and media freedom. We call for the proposed legislative text to be made available for genuine public consultation, allowing sufficient time for informed scrutiny, discussion, and the proposal of amendments before the bills proceed to Parliament.

Our organisations have consistently called for serious reforms that strengthen freedom of expression, protect journalists and the public’s right to know, and implement the recommendations of the Public Inquiry into the assassination of Daphne Caruana Galizia.

We believe that legislation regulating journalism and freedom of expression should not be finalised without the effective participation of journalists, editors, writers, publishers, academics, civil society, and other professionals whose work and freedoms will be directly affected, and the public who benefit from their work.
